This Code is the revision of the original Guide for Construction Plan o f Railway Project （Document TJS [2009] No. 226） （hereinafter referred to as the "Guide"） of the former Ministry of Railways in accordance with the requirements of CHINA RAILWAY （hereinafter referred to as CHINA RAILWAY or CR） on railway engineering construction standard system In preparation of this Code， considerations were given to its harmonization with relevant national standards9industrial standards and CR standards; relevarit provisions on the management of construction plan were revised taking into consideration the responsibilities of relevant departments of CR9 some indexes for construction period were adjusted based on the actual situation of railway construction project， CR' s practical experience in railway construction and operation since the issuance of the Guide was borrowed; and revisions were made in response to the amendments of relevant standards，thus providing technical support for guaranteeing construction quality and safety of railway projects.
